Parking Enforcement Officers are not trained to deal with people living in vehicles. Is this something for a Resource Officer to handle?

After to speaking to City Legal, complaints of folks living in a vehicle which is parked in right-of-way should be sent to Parking Services. Additionally, if the RV is being used for storage, that is not something that staff can ascertain from standing in the right-of-way.

The van(s) being reported are within public right-of-way and so are not within Planning and Transportation's purview. The RV has been reported before. Without entering the property and opening the RV, which is something Planning and Transportation does not do, it may be difficult to tell if it is being used for storage. Staff will take a look.
