They told me to go to a sheriff so I went to the sheriff's office at 301 N College Ave. They said I had to go to the office on 3rd street. I went there and the building was closed so I could not complete my application. What do I need to do from here?

I was walking with my three children under 10 and my dog this Sunday, November 29th and was crossing Arden and High and an individual driving far over the speed limit acknowledged but blew right through the stop sign heading north on high. This is a repeated pattern and puts my children who live at 1800 S. Oxford Pl. highly at risk as they use that cross walk to get to school and southeast park. Don’t know the solution but someone is going to get hurt.
