Sidewalk & Curb Complaints

I live in Cambridge Square Apartments which is a non-smoking complex. Residents must leave the property to smoke. Those that do cross the sidewalk and throw their cigarette butts into the street where they eventually wash into the street drain and ultimately to waterways and the ocean. I have asked management here to place receptacles at the edge of the property to avoid this. They have refused. Please provide a receptacle for these smokers to use.
