City Construction Projects

E 19th St, Bloomington, IN, USA

Case Date:
12/12/2022

The apartment construction by Varsity properties on East 19th Street has caused an excessive level of dust on the road. Whenever a vehicle drives by, the dust becomes airborne. In addition, the dust also falls on to nearby vehicles, causing a significant amount of scratches and inconvenience. No effort has been made to clean up the street. It is especially disgusting to walk on when it rains.

1 year after my yard was flooded with mud, this retention hole behind my house is still unfinished and full of weeds! Recently in July they dug up pipes they had installed, and they are still lying there.... who is responsible for finally finishing this mess and mowing the weeds down? I dread another heavy rain and my yard filling with mud again... Please have the people who are responsible finish construction of this area and maintain it properly! Thanks , Dave Reid 812-363-3049

Re: After being denied a solution, I would like to clarify that this is CITY property. I do not understand how and why I should “contact the county regarding this” because the City of Bloomington owns this property. As an employee am I supposed to contact the County regarding issues at my workplace? No! That’s why I’m filling out this report. There is an invasive species on the CITY OF BLOOMINGTON’s property of which they have vowed to remove in recent initiatives. This is the responsibility of the city, not the county. I feel like you didn’t even actually read what I wrote and just looked at the address and said “NOPE! Not my responsibility” Bradford Pears (invasive species) located at Monroe Water Treatment Plant. The two trees are located at the discharge point of a surface drain. More importantly, the trees are located directly adjacent to the Hoosier National Forest, which is just a mere 50ft away (across Shady Side Dr). Currently, the trees are bearing fruit. It appears that these fruits' seeds have the opportunity to traverse the slope and end up in our watershed, tainting the Hoosier National Forest, as an invasive species. The trees should be removed ASAP, as part of the City's initiative to systematically remove Bradford Pear trees from public property. Given the proximity to the National Forest and in the confines of the Lake Monroe watershed, this is a priority site.

Drainage or Runoff

317 W 14th ST

Case Date:
7/31/2022

There are multiple areas of stormwater runoff and pooling occurring on my property due to the development and ensuing increased runoff produced by the adjacent property at 910 N Madison St. My observations of increased water on my property come from regrading of the property to be higher than mine, a capped drain, building on the N-S alleyway that used to serve as a way for runoff to flow to the street, and redirection of water onto my properties via gutters, tubing, and installed drainage flows that direct onto my property on the north and northeast side of the 910 N Madison property. This has caused flooding in my basement, yard, and driveway that was not there prior to the redevelopment of this property and the vacation of the alley. I have more photos of where the stormwater drainage from this property is deliberately directed onto my properties, but am not able to upload them here due to the limit of one photo. All of lots surrounding this home are now on the market for development at an increased density. My concern is for my current situation and for the increased drainage issues that will come from further densification without mitigation to protect me and my surrounding neighbors. I would appreciate someone to come out to my property to see the current situation and drains installed by the City that are not functioning to protect my properties at 317 W 14th and 920 N Madison from damage by stormwater runoff.

Blocked Street

2923 S Rogers ST

Case Date:
11/29/2022

I forgot to report this at 10pm last night when I observed it. I have not gone by this morning to see if it is still an issue. But, as of yesterday, S. Rogers Street was a mess from the construction site. It was covered in gravel and mud. It was very dangerous in a car and would likely cause bicycle and motorcycle accidents. They apparently do not have a tire washout station setup because they dragged the mess into the road and made it everyone else's problem.
