Mobile home collapsing in on itself, dangerous

There is an abandoned home with a pool that is partially filled. An animal has drowned and the pool is collecting mosquitos. Address is 125 East sunny slopes drive, Bloomington, 47401.

complaint of concrete blocks holding a tarp on the roof. Caller thought it was a temporary fix for a roof, but it has been there for almost a year.
This structure is abandoned and the yard is being used as a toilet by the homeless. The west window appears to be open or missing. The front porch floor is buckled.
Mary Friedman originally emailed the Office of the Mayor January 14th, 2016 complaining that this property had been abandoned for the last 5 years. At that time coyotes were living in the home. However, she emailed again October 19th, 2016, saying the property is now being occupied by a group of homeless people.
I am not sure what the owner of this building has planned, but it seems there has seem some slow work done to the house since my husband and I have bought and renovated our home a year and a half ago. In this time, we have seen animals come and go from this abandoned house, seemingly homeless people come and go from the basement and the windows boarded up. This home is in utter disarray. With so many homes in the prospect hill area being renovated and maintaining the historical feel, this is one of the few if not the only home that is a major eye sore on our neighborhood. I am not sure if there can be anything done legally to motivate the owner to do renovations more quickly or to just tear it town. Any thoughts would be very much appreciated to address this problem.
