Adding a photo to the report I made yesterday, #183806. I've knocked on the door a couple times to connect with my new neighbors (house bought this past fall) before making this report but there is never anyone home.

What does it mean when a HAND report says "Will monitor"? Specifically, how long does the office wait until an actual fine is assessed? For example, see case #183713. Parker will not keep the lawns cut unless someone pesters them about it.
