On Saturday, August 2, 2025, we went downtown to have lunch with friends. We parked on the north side of E. 4th Street a half block past Indiana Avenue. I stepped out of the car on the passenger side and stepped into a grass covered hole approximately 5 inches deep by 25 inches across . It had been mowed in such a manner to make it appear that the ground was level. I sustained a sprained left ankle plus a fracture of lateral malleolus of left fibula. I will be in an air cast for an indeterminate amount of time followed by physical therapy. I could only attach one photo, but, we took several more photos of the area. Was the City notified of this area before August 2nd? If not, you are now on notice and hopefully the hole can be filled in before someone else is injured.

Large, recurrent pothole. Damaged my car rim and possibly tire. Pic attached. This happened to me previously at the same location and I had to have the rim repaired and tire replaced. I paid that time. Will the city pay this time? And fix the pot hole, please.

Re ticket #203149, how is this and other tickets continually closed when someone has to maintain the roadway for public use. This isn’t a private no entry roadway. Who has to maintain this for use? If our car breaks down in this hole are we to sue Simon properties? Someone has to have an answer aside from “streets doesn’t do this”. Engineering, another dept.?

Subject: Formal Complaint and Damage Notification – Fallen Tree Incident at the corner of 700 Ashlynn Park Dr. & 300 W. 11th St. Bloomington, IN near Upland Brewery. Dear City of Bloomington Officials, We (Katherine & Renas Van Lue) are writing to formally report an incident involving a hazardous tree that resulted in significant damage to our parked vehicle. The tree in question, located near the sidewalk and parking meter of 700 Ashlynn Park Dr. & 300 W. 11th St. Bloomington, IN ( near Upland Brewery )dropped a large bough on our car on the night of May 21,2025 at approximately 10:40pm. This location is marked by a clearly deteriorating and partially dead tree, which appears to have been neglected for a significant period. As seen in the attached daytime Google Maps Street View (screenshot dated 2025) and our personal photographs taken at the time of the incident as well as the next day during daylight hours, the tree shows clear signs of rot and structural instability. It is evident that this tree posed a danger to public safety and property, especially in an area with active parking meters and pedestrian traffic. The incident has resulted in physical damage to our vehicle, which was legally parked by the curb at a paid meter. A section of the tree broke off and landed directly on the front of our car, causing not only structural damage but also significant inconvenience and cost. Two witnesses were at the scene. This situation could have easily led to personal injury had someone been present near the vehicle at the time. Given the foreseeable and preventable nature of this hazard, we respectfully urge the City of Bloomington to: 1. Investigate the incident and confirm the ownership and maintenance responsibility of the tree in question. 2. Take immediate action to remove or professionally inspect the remaining portion of the tree to prevent further harm. 3. Reimburse or assist with damage-related expenses caused by the City’s negligence in maintaining public safety. safety. We would like to note that after the incident, we called police to report what had happened and police just said to contact our insurance instead. No police report was made. Our insurance company has been notified and a claim has been filed. We have not been given any estimates of the damage. We are awaiting for an adjuster to come and view the damage. Please let me know the next steps in initiating a formal claim for property damage and what further documentation may be required. Caller said: I'm contacting regarding a dangerous pothole near the intersection of South College Mall Road and 3rd Street. So I was driving there this morning, driving at the intersection, and I was on 3rd Street, and near the intersection. There's this pothole, which my, unfortunately, the front right side tire got busted because of that.

Urgent Complaint Regarding Road Conditions at Tulip Tree Apartments Dear manager, I am writing to formally raise a complaint about the poor road conditions at Tulip Tree Apartments, particularly the section of the road immediately after exiting the parking lot. As a resident, I have noticed that turning east from the parking lot has become increasingly difficult due to the uneven and damaged road surface. Since moving to Tulip Tree this academic year, I have experienced recurring issues with my car’s wheel alignment. In November of last year, I had to get a four-wheel alignment, and again in March of this year—both times due to a fault in the front right wheel’s toe angle. This issue never occurred during my previous residency at Campus View, but since living at Tulip Tree, I have had to perform two alignments in just a few months to prevent uneven tire wear and avoid further damage. Given that I frequently turn east when exiting the parking lot, my front right wheel has been subjected to excessive strain due to the poor road conditions. I understand that driving slowly over rough roads can help minimize vehicle damage. However, the actual road conditions make it nearly impossible to pass through slowly. Vehicles traveling westbound are affected by the angle of the road, making it difficult for me to accurately judge distances. As a result, I am often forced to accelerate quickly when I see an opening, further exacerbating the stress on my vehicle’s suspension and alignment. Indiana University has been actively repairing roads across campus, yet the roads around Tulip Tree remain in a severely deteriorated state. While I cannot directly prove that the road conditions are the sole cause of my vehicle’s alignment issues, the correlation is evident—especially considering that I had no such issues during my time at Campus View. The need for multiple alignments in such a short period is highly unusual and costly. I strongly urge the management to address this issue and take immediate action to repair the road. This is not just a financial concern for residents facing repeated maintenance costs but also a significant safety issue.
