My water suddenly stopped working. I don’t hear or see any broken pipes

Water quality has gotten extremely bad the last week. We (Starbucks store) monitor our water filtration system regularly and normally need to change the filter every 3-4 months (filters are rated to last up to 6 months but they ask us to change them once they become "latte colored"). Saturday 6/28, we found that our water filter was nearly completely black despite being only 1 month old. We changed the filter on Sunday 6/29 and within 24 hours it had already turned "latte colored" (tan). By Tuesday 7/1, it had already turned a dark brown and we had our water filtration system contractor Icee come out and check over the system, run a refresh, and change all changeable parts. Today, Saturday 7/5, the filter is back to being a dark brown color. We are concerned about what is in the water coming through our system and for those around us consuming tap water.
We have a heavy discoloration (brown) from the main line coming into the home. We have a pre-filter prior to plumbing through the home and the pre-filter shows a heavy (almost solid) brown within 24hrs from changing the filter.
We have a whole home canister filter that attaches to the city water supply as it enters our home. We changed this filter 25 May 2025. Today, we noticed the filter is absolutely black. We have previously gone 3+ months with only the slightest discoloration and minor particulate matter. What happened? Why were residents not better notified? Was this a known issue?
Old blue pickup truck leaking hazardous substances all over parking lot which may be a violation of City Ordinance 06-10.
