Utility contractor is using rebar rods for safety fencing around open holes along side walk but they are not using rebar caps on top of the rebar which poses an impailment hazard if someone was to fall into the rebar.

Have reported this before, never got an answer. I was told it was something to do with the city and guard rail study. The trail at this location is below the grade of the road on Moores Pike. I requested evaluation for a guard rail to protect walkers from a car leaving the road and rolling over the hill. This is a high speed road and it is very unnerving to walk along this trail. Send someone out and stand there to see what I mean.
An anonymous complainant alerted the Solid Waste District about "illegal dumping" of ash wood, as well as concrete and trash at this location. We did a quick inspection and found wood and other materials piled on the ground at the property. Additionally there is a trailer that appears to contain household waste, and there is trash around one of the buildings (on Allen Street side). The corner of Moores Pike and Claris currently has flashing Yellow lights to help pedestrians cross Moores Pike. Drivers view yellow lights as a call to speed up not Stop. I walk there frequently but cars seldom slow or stop Sometimes the cars speed up, either to beat the light or to run over me. Perhaps it would help to change the lights to red which means Stop. Or install a regular stop light. Also, at the Southeast corner of Hillside Dr and College Mall Rd. The crossing light turns on when the vehicles turn right from Sare Rd onto Hillside Dr. This is very dangerous for the pedestrian since the corner is not visible to the cars turning right.
