Blocked Street

The alley behind my business is blocked with Trucks and cars servicing IU building next door. Since IU parking lot is right there why are the trucks blocking the alley. My customers need access to my parking lot and Trucks and cars parked in the alley make it difficult to enter my lot.
The beginning of road work at E. Moore's Pike and Sare Road has created a very bad interruption to the flow of traffic. I am wondering if there would be a better way of achieving what the work is intending to achieve there. It is just too much disruption.
Greenery on south corner of 11th / Walnut obscuring vision of driver on 11th trying to move onto Walnut so that driver must move forward onto crosswalk and impede vehicles turning onto 11th from Walnut causing them to yell obscenities and ruin everyone's day.
17st is still shut down. 2 years this road has been shut down. Can anyone please explain why? This is beyond believable.
West 17th St was (once again) scheduled to open on 11/6, the street is still closed. Will this project ever be finished? It is now almost a year behind schedule. Hopefully the contractor continues to be fined for their poor performance.
The North/South alley between 810 W. 7th and 804 W. 7th is being encroached upon by gardens, woodpiles, trees/vegetation and possibly the fence and cinder block garage owned by 810 W 7th St. As a result, the alley traffic is being diverted outside of the alley right of way and onto the private property located at 804 W. 7th. This appears to have been going on for a number of years. As the new owner of 804 W. 7th St., it is my full intention to re-claim the property/property line currently being encroached upon and proceed with renovations. I request that the Street Dept contact the owner of 810 W. 7th and order the encroachments be removed. With the assistance of a surveyor, I have located the NW and SW corner pins delineating the right of way and pounded new T posts just outside of the right of way in those spots and plan to post the entire property line once the encroachments are removed. Were I to reclaim the property line today, the alley would become impassible due to said encroachments. I request your assistance in remedying this situation in a civil and legal manner, as requests to the homeowner of 810 W.7th have fallen upon deaf ears. I request that you keep me in the loop regarding this issue. I would be happy to meet with a representative of the street dept, with survey in hand, to assist in clarifying and remedying this issue, as renovations of 804 W. 7th will begin in a few weeks. There is almost always a truck blocking one lane or another around this area in the a.m., but this is a bit ridiculous — two at once taking up most of both lanes with just enough space for a car to squeeze through. This was about 8 a.m. on 3/21/23. One of the drivers lost control of a keg and it rolled across the street, too. (Apologies for poor quality, this was taken quickly while stopped at the stop sign. I waited there while he got control of the runaway keg.)
Truck and trailer parked on Leonard Springs road, across from Leonard Springs Nature Preserve, creating significant safety hazard as cars come around the curve.
There is a large tree down and blocking S Leonard Springs Road.
