There is a City-owned tree in the ROW that is completely covered in vines, some of which are poison ivy. The vines are right next to the sidewalk, and are so high that the vine is going to seed. Is this the responsibility of the adjacent property owner, or does the City attend to its own trees?
This is on 6th Street between Walnut and Washington Streets on the north side of the road on the northwest corner of the alleyway. The sidewalk is raised above a 1/2" (ADA says less) making it hard for a manual wheelchair to get over it. Must go around the block or out into the street. Can it be smoothed down or asphalt added to make it beveled?

White Cadillac SUV blocking sidewalk on Washington between 6th and Kirkwood
This lot backs up to Acuff Road. The resident called to say there is brush, old fencing and some debris on the backside of 1150 W. Sugarberry Court (the area near the sidewalk and Acuff Road) that needs to be cleaned up. He thinks the lot is still owned by the developer.
A city tree from Acuff Road has fallen and is encroaching the sidewalk in the rear of 1158 Sugarberry Court.
