House to the west is pumping water out of the basement through a hose, which continually floods the alley through which Ms. Curran must enter her own apartment unit.

There is a basin in the backyard of the above address. The basin normally filters the runoff alleviating a backup of water. But lately the basin has not been working properly and the resident of the above address has a flooded basement. Is it the City's responsibility to clean this basin? The culvert runs under Fritz Drive from N. Dunn Street. The runoff is coming onto Sullivan's property causing a water problem. Sullivan stated that this happened approximately 2 years ago and the City came out and installed rip rap.
