In regards to resolved uReport# 181500: Reply from City: Up until recently, we've been relying on the scooter companies to enforce their users behaviors with illegally parking of the scooters. We have two positions that we are currently hiring for that are funded with fees from the scooter companies that will focus on moving into a system where fines will be issued for improper parking. My reply with two (2) questions: I do not understand Adam Wason's reply in light of what was stated by City Attorney, Mike Rourker, in 2019 (please see below for quote). Additionally, I worked from March 2019 until October 2021 as the main point-of-contact (POC) working with the entities licensed by the City for providing the service and product of motorized scooters, and neither was I informed of any efforts to ticket the companies nor the users of the scooters. Can someone please explain to me what the Standard Operating Procedure (SOP) for holding the licensed entities accountable for the stipulations in the ordinance governing use and management of the scooters was prior to the recent creation and hiring of a new staff position? Also, why were no violations issued and no fines collected in over three years? Thank you for your time. "At its July 31, 2019 meeting, city attorney Mike Rouker told the city council that scooter companies would be fined if their users violated the parking restrictions. Rouker put it this way: “So just to be clear, at the same time, that Bird or Lime or another scooter company may be taking those additional steps against their own users, the city, if this is an issue, will be fining them every single time we see a parking issue.” Rouker continued, “I suppose if the company wants to move very slowly and pay lots and lots of fines to the city, until we’re fed up enough that we either revoke their license or geo-fence an area, that’s a business decision. But I don’t know if it’s a sound business decision.” For an improperly parked scooter, the fine called for in the city’s ordinance runs $30. The fee connected to impoundment is $100, plus $10 per day storage, and another $150 for disposal. As it turns out, the only payments the scooter companies have had to make to the city of Bloomington are the $10,000 annual licensing fees and the 15 cents a ride. I noticed the recent guidelines for scooters don't specifically explain who has the right-of-way on the B-line trail. It's already unclear whether cars are supposed to yield to bike traffic. Some do, some don't, leading to confusion in the entire community. Now the same is applying to electric scooters. I was on a scooter on the B-Line this morning, slowed as I approached 2nd Street, and cars in each direction had also slowed as if they were yielding. I proceeded through the crossing but the westbound car did not in fact yield and nearly hit me (at a very low speed, granted--so I couldn't tell if they didn't see me or were being super aggressive). So when I approached the 4th Street crossing I came to a dead stop, as did the cars on 4th Street, waving me on. TL;DR the right-of-way rules on the B-Line were already unclear and are even more so now with a third major type of trail use. Please create clear signage at every major intersection on the trail that states who has the right-of-way so that both trail users and vehicular traffic understand the rules.

Very concerned about a tree on the parkway that is way overgrown and obstructs the view driving as you go around the bend, but also very dangerous for our children who ride bikes and scooter because cars cannot see them as they drive due to this tree. The family has done nothing to their home and will not trim the tree.

The lack of shoulders on the roads is a serious problem in Bloomington. I have lived in a number of cities across the US and Bloomington is the first city I've seen that has very few (if any?) shoulders on the roads. This is unbelievably problematic - if someone has car trouble they can't pull off to the side, if you are dropping someone off you can't just pull off to the side, if I receive a phone call I can't pull over, if riding a bicycle you can't ride along the side.... there are a fair number (surely more than is acceptable) of bike and scooter accidents in Bloomington, and this can largely be attributed to lack of shoulders on roads.

The resident at the corner of Morningside Drive and Park Lane is running a scooter business in his front yard and on the street. He also has a great deal of trash in his driveway, on the lawn, and along both sides of the house. The scooter business involves going around town, picking up scooters, and recharging their batteries. He has two trailers and at least one is always parked on the street. The trailer and the towing pickup typically jut out into the traffic lanes and create a hazard on an alreaddy overcrowded street. I request that the city take action regarding these complaints. Park Lane is a relatively heavy travelled road because it has no speed bumps. Adding these trailers into the mix is going to cause accidents....
