2219 Sussex - outdoor dogs that are constantly barking. Can someone look into this?

It's been 3 weeks since my neighbor has had a new driveway installed. He still has the sidewalk taped off. It only takes 2 days for the sidewalk to cure, yet the kids are walking on the street or dirty grass because he has the sidewalk taped off for no reason at this point
