There are two loose dogs in our neighborhood. They are not aggressive- but have berm running loose for at least a day. We think they might belong to one of the homeless folks. One is a light gray Pitt mix and the other is a black and tan mix.

Re: #165767 metal trash cans and car tire are not on his private property, according to Street Department. Also, the City never gave up right of way to alley before Habitat Street was paved, but property owner converted area to private use. He did the same thing with the Indiana RR right-of-way, but the RR cleared all of his junk out. City code prohibits open containers and trash being scattered. City code prohibits cans left on City Streets.

Please comply with Municipal code Chapter 6.06 - GARBAGE AND WEEDS ​The Street Department has told me repeatedly that Habitat St extends fully in front of 1417 W Habitat St, and the City of Bloomington will never reliquish right of way. Chance may have told City officials that the property is completely his, but he had converted both the front and back of his lot to his own needs. The Indiana Railroad cleared his stuff off their right-of-way; the story was in the papers. The City did not check about the trash with adjacent property owners at 1407 or 1419 West 8th St. In any case there are uncovered metal trash cans on City property, as well as a used tire. His trash still lines Habitat Street and the back of lot 1419 W 8th St. I have not been able to enjoy my back yard for years, and I anticipate another fine crop of mosquitoes to breed there each year, due to City inaction. A discarded tire is on City property at the east end of Habitat. An old rug and some plastic bags were tossed into my yard from his side. The loose trash along Habitat is still there. Owner of property has a pallet on ground by street. Trash and cans are piled at the street on pallet sitting beside a power boat.
