Garbage piled up on the NW corner of the house. It is not only a fire-hazard, but vagrants are now digging through it.
Large pile of trash heaped up against the NW corner of this building. It has been there awhile, and there is a faded HAND notice on the front door that appears to be for the trash but it has been ignored. This property also has bush honeysuckle growing out onto the sidewalk, halfway covering it now.

With that in mind, the water-filled barricades are not being used as traffic control devices, but rather as a physical delineation between the seating and the road itself.
The berm grass is too tall and is creating a line of sight issue as you approach the intersection.
