Citizen says City has shown poor planning by closing off College Ave right when all the students have come back, and when 4th street is also closed for a project. Why couldn't this have been done earlier in the summer when traffic wasn't so bad? College is one of the busiest streets in town and this should have been anticipated and planned better.
