Park Mobile mischarged me and I want you to be aware that they are not providing a refund. There was a problem with the app and I contacted them at the time. As the village that uses this service and as a visitor there, I wanted you to be aware that this is an issue that needs addressing. Please don't assume there are no problems with this app and how it charges. Thank you

The path along Rogers Rd just east of the roundabout is restricted by a lot of leaf debris that is slick when wet and narrows the usable portion of the path.

The landing page for uReport states the following: "Use uReport to notify the City of community issues, such as potholes, graffiti, malfunctioning street lights, and more." Perhaps there could be a FAQ of sorts added that clarifies that broad statement. The FAQ could point residents to Duke Energy for reporting malfunctioning street lights. I appreciate the DPW staff member who submitted a request to Duke Energy on my behalf, but it probably would be best for everyone involved to be able to filter out some requests that do not need to be reported to the city. Additionally, I suggest the graffiti part be amended to state, graffiti on city property, as it is unclear that the city does not take care of graffiti on private property even if it is offensive with foul language. Thank you.

Another couple of trees have been knocked down on the 7-line. THis time it is between Walnut and Washington. I hope the one can be set back up. Sorry I didn't contact you on Tuesday, but I forgot by the time I got home.

City Performance

Situation in the McDoel neighborhood. This area is subject to ongoing problems with the homeless population leaving much trash, stealing from our yards, and leaving used needles about. If this was going on in more affluent areas like Sherwood Oaks there would be something done about it but the city has simply not put enough effort into keeping our area safe for the poulation who lives here. The various shelters cannot do much to influence the behavior of their clients. Another issue is that the shelters and especially Shalom Center encourages people to come to Bloomington rather than encouraging other towns to take care of their homeless. We are full of these people and many of us are fed up with their behavior and the numbers of them. McDoel has been an upcoming area with a mix of working class and professionals. Colder weather has subdues the homeless activities but with warmer weather coming many of us feel Switchyard park will again have numerous issues with panhandling and trash and encampments with druggies. There are several encampments in the area populated mostly be drug users. Anything they drag in does not leave and we have some areas of way too much trash. How about some enforcement ?
