The whole street smells like sewage
Somebody’s place to no parking sign on a public street 2919 North Bankers Dr.
I was unlocking my condo door with my wife and dog. Our neighbor in the adjacent unit, 3366 S Oaklawn Circle, Bloomington, IN 47401, opened their door and their dog came running out on a leash. We didn't hear their door open and we didn't know that their dog was sprinting towards us, and I realized it was right there when it hit the landscaping bush and was growling. It lunged at our dog trying to bite it, even though our dog was surprised by it to and didn't even know it was there until the last second. Fortunately, our neighbor's leash was just short enough to pull back the dog quickly, and we scurried inside. There was no verbal warning from our neighbor. Our neighbors have too medium sized black dogs, and this was one of them. In the past, when I've been outside when the dogs have been out the dogs have barked and pulled trying to get to me and my dog, but I'd not witnessed one of them try to bite us before. I'm reporting this incident since my wife and I should be safe from being bitten by a dog on our front door step.
Notice the wet sidewalk. The moisture is not rain; it drains out of the retaining wall. In winter it freezes and is dangerous for pedestrians i know that it is against code for a downspout to drain directly onto a sidewalk. This is different, but the danger is the same.

Case #206386 clarification: there are two E/W alleys that are between and parallel to 9th and 10th. The problem is at the more northern alley, the one closer to 10th Street. There was a parking lot for the church there until the giant building was put up on Grant.
Recent construction of over-large building next to old stone church on Grant has caused drainage issues on the alley intersection between 9th and 10th, Grant and Lincoln. When it rains, a lake forms with nowhere for the water to go now. People who built the building should be required to fix this before winter.
See case #185188. Was there any discussion about making 12th Street one-way? After football and basketball games, traffic is horrendous, and food delivery vehicles speed down the street in both directions at all hours. Ideally, you would remove on-street parking and install a protected bike lane in its place. That would give more space for two-lane car traffic. Or keep the on-street parking, add a protected bike lane, and use what is left for one-way vehicle traffic. If you make it one-way west, then the fire trucks could use it when they are hurrying to a fire. Please consider this. Seriously.
Previous ticket was marked as completed, but I see no improvement to the encroachment of grass and debris onto the sidewalk, making it too narrow for wheelchair
