Bird scooter - been there unused for at least two months. I reported it to Bird 2 weeks ago but obviously they haven’t picked it up.

I was told by Rhonda at Bloomington housing authority that the construction project taking place in our courtyard on Lindbergh will be a covered structure for bicycle parking. My concern is if motorized vehicles like scooters and motorcycles park there, the c shape created by the three tall apartment buildings surrounding the courtyard already create an amphitheater that echoes every sound. The noise from bikes that people built themselves around here are loud enough, but if they're revving them up in our courtyard and if there's an awning, and we're in this low level across the street from a hill, please consider how loud this will be in our apartments where there's gaps around our front door. I work full-time and need my sleep at night and to rest on the weekends. There are small children living here who need to be in bed at night. Please consider including signs that there will be no motorcycles or motor scooters parking here. I think bicycle parking is wonderful and I am enthusiastic about having bicycle parking.
Yesterday, during the huge mid-day rainstorm, water came up through the floor drain in our basement at 2638 East Dekist Street. It had a sewage odor and was muddy looking and reached a level of about 4 inches, covering the entire floor and soaking everything. The basement toilet also had dirty water come into it. I called the city utilities hotline and reported the incident twice, speaking to the same person each time. The water receded after a couple hours. We have yet to assess the damage and start to clean up. Last year on 2/11/18 our basement toilet erupted (see case #163027). We had a plumber verify that the city sewer was the source of the issue. We did not claim any damages, yet the city did not reimburse us the cost of the plumbing assessment. We would appreciate someone responding to this current incident.
Sewage is backing up in our basement after today's rain at 901 W Briarcliff Dr, Bloomington IN 47404. We have rotorooter coming out, but in the past roots in the city line in front of the house caused backups. Please check this line as soon as possible to see if it needs roots cut. We've experienced a catastrophic backup due to problems in the city's line before and wish to avoid a recurrence. Thank you very much for your help in this matter.
At least 3 floors of the Walnut Street parking garage smell powerfully of sewer gas.
