Subject: Concern About Clogged Storm Drains on 1st Street Dear Bloomington Town Official, I am reaching out regarding an ongoing issue with leaves clogging the above-ground grated storm drains along 1st Street, between Henderson and Grant Streets. I previously reported this concern a few weeks ago, but the problem has reappeared due to the continued accumulation of leaves. The situation seems to have worsened following Bloomington's policy change to no longer collect unbagged leaves. As a result, many residents are no longer raking, and the town has become noticeably untidy. These clogged drains pose a significant risk of flooding when it rains, creating potential hazards for our community. I kindly ask for prompt attention to clear these drains and consider ways to address the broader issue of leaf accumulation to maintain the town’s cleanliness and prevent future drainage problems. Water, possibly from damaged water lateral or water line is draining onto High Street. This is occurring on the west side of High Street, southbound lane.

My wife and I live nearby and pass by this area on our walk to Bryan park. For well over a year, I have noticed this section of the sidewalk between 609 S Fess and 605 S Fess is consistently wet, even when there has been no rain/snow. When the temps fall and stay below freezing, ice accumulates on this area of the sidewalk, as it is doing right now. I am convinced that there is either a natural spring, or a sump pump inside either 605 or 609 S Fess that is connected to a storm water run off drain that expels on the sidewalk. The water is issuing from three slit holes at the bottom of the brick wall outside of 609 S Fess, where that brick wall terminates and meets the limestone wall for 605 S Fess. 609 S Fess is managed by Sarge Rentals. 605 S Fess is managed by Wininger Real Estate.

Large muddy puddle on south side of Maxwell, between Woodlawn and Manor. Has happened ever since they removed the house and driveway and then filled in the south side of the road. The work they did blocks the water from draining off the edge of the road. Thanks!

This issue has not been resolved. Sump/sewage still emitting constantly from this drain. There has been no recent precipitation to cause this. This is not runoff. It’s a sanitary issue, and also creates ice when temps fall below freezing. I will continue to report this until the property owner rectifies.

Neighbor has blown a huge pile of leaves into the easement, causing water to pile up around utility boxes.

Utilities Department sprayed unknown "pre-treat" chemical on storm water rain garden on Allen St. No notice to adjacent property owners was made. No signage. No posting of what was used. When I confronted them they said it was "not bad". Samuel Arthur, Green Infrastructure Crew" was onsite. Please consult other City departments that do NOT treat with chemicals and manage gardens just fine.
