Recently the front yard of this property was largely covered with gravel. There were today 4 cars parked on what used to be partly a yard. It's strange and degrades the street and neighborhood. Is this legal?

Report of overgrown grass at 400 S. High St. Reports have been made before but yard has only been mowed once since last year. Believes owner is living out of the state.
