There is a hole in the alleyway that causes a significant risk to pedestrians. This is just near the sidewalk area and pedestrian entrance to the 4th Street Parking garage. We have placed our own cones near the hole to try to protect folks, but the cones have been moved several times for cars to use the alley. This is an immediate hazard that needs to be fixed ASAP. A homeless person has set up camp next to railway tracks just north of the Park Ridge neighborhood park. It is disguised as a pile of sticks. His 2 bikes are easily noticeable next to the Grimshaw Trail. One can follow his tracks to the campsite as he has survived the cold of the last 2 weeks.
