The curbs and speed humps on E Morningside appear to have been abandoned after the installation contract was completed. The first ones near E Saratoga and others are overgrown with weeds. It's not a pleasing sight for making a first impression near the entry to the Park Ridge East neighborhood. Residents seem to have not accepted an involuntary expansion of their lawn maintenance responsibility into the right of way on a busy street. Similar curbs near the park at the Park Ridge Road intersection are being maintained, maybe by city crews. Similar attention by the city for the other curb bump outs would be appreciated. An alternate remedy would be to cover the area of the bump outs with stone or other low maintenance materials that would reduce the recurring cost of cutting grass and weeds. A small tree planted in a bump out curb on the north side of E Morningside had its bark stripped off and branches broken last month, possibly by deer. Apparently trees were selected for planting without considering whether they have a natural resistance to deer. The tree had no protection from deer.

Reporting AGAIN this issue. This section of E 3rd Street, from 446 to Clarizz, is dangerous since you've taken the lanes from 4 to 2. The number of wrecks has increased SIGNIFICANTLY. Today, a motorcyclist. Last week a rear-ending. Most of this results from traffic coming west over the hill and there's simply too much traffic for the 2 lanes. The city has approved these apartments along this stretch and traffic load has gone up while lanes cut in half. PEOPLE ARE GETTING HURT as a result of this change. This is directly the city and collab with the state's fault. I hold you responsible for this change. FIX IT.
My name is Jillian Rich and I am a business owner along SR 46 / E 3rd St in Bloomington, Indiana. This is a request for a new sidewalk. I have requested this from INDOT multiple times over the past several years with no result. INDOT has told me that the city could fund a sidewalk at this location so I am reaching out to make that request. This is the sidewalk gap on the north side of SR 46 / E 3rd St in Bloomington between Smith and Park Ridge Rd. My business happens to be located along a section of the roadway with no sidewalk on my side of the road. As far as I can tell, this is the only missing sidewalk along the entire section of SR 46 in Bloomington. My business is located in an urban area along this busy roadway, and the lack of sidewalk at this location presents serious safety concerns. Myself, my staff members, and my clients are forced to walk either in the bike lane, the drainage gutter, or the grass along the road. Because my business works with dogs, we are often walking dogs along the road. Some of the neighbors get upset when we walk in state right of way adjacent to their properties, so we are forced into the busy roadway. I have a fully blind staff member with a guide dog, and because of this lack of sidewalk, they are cut off from being able to walk the dogs in this area and unable to perform as many tasks as they are capable of. Often, we try to avoid walking by driving the dogs down to where there is sidewalk, but this is not always practical or worth the time. This is a very short section of missing sidewalk and would be well worth the cost to complete, and would benefit not only my business but the rest of the community greatly. Please consider prioritizing this location for a sidewalk and finishing up the final missing piece along E 3rd St / SR 46 in Bloomington. This is desperately needed. Thank you for the consideration.
