Bike that has been left in front of The Uptown for months if not years

There is an abandoned Red Honda Accord on the corner of E Vermilya Ave and S Walnut St. It has been there for atleast a month with out being moved-- there are weeds growing up around it so I has probably been much longer. You can even find it parked in the exact same location if you go to the street view on google maps it is parked on the curb between 100 and 103 E vermilya Avenue! Needless to say it has been there for a long time. Attached is a picture of the back of the vehicle with make/model, liscense plate number. There has been a PT Cruiser (license plate 612PBD) parked in front of this address since August 2020 at the very least. It has more than one completely flat tire, and license plates dated from 2019. Note in the window states it is a neighbor's car, but that they use bikes more often. This car has not moved at all, and appears completely abandoned in prime street parking, within a neighborhood where parking can be quite tricky.
