Used drug needles have been thrown in my yard. How do I dispose of these and is there any city government agency that cleans this up. They are located on the Woodlawn side of the property.

I'd like to honor the late Billy Graham by changing the Bloomington roads with "Graham" in the name (i.e., East Graham Place, Graham Drive, etc.) to "Billy Graham." Billy Graham Place, Billy Graham Drive, etc. Not sure how to go about this request. Thank you for any assistance.
