Phase 3 of 4 of the Poplars redevelopment. Closures to be used for construction deliveries and material movement. This phase includes: Single day closure on the east side of Grant for scaffolding installation (11/13/25) and single day (TBD) for removal. Bike lane closure from 11/22/25 to 3/2/26. Closures of the southern sidewalk along E 7th and the east/west alley on the southern side of the property from 11/22/25 to June 18th, 2026.

Genesis Construction is requesting a pedestrian diversion and intermittent closures, traffic lane shifts and intermittent lane closures, alley closures, and metered parking reservations associated with the project at 115 E Kirkwood Avenue. The request impacts the northern sidewalk on E Kirkwood, the north–south and east–west alleys surrounding 115 E Kirkwood, the east–west travel lanes on E Kirkwood, and the metered parking spaces along the north and south side of E Kirkwood.

Sidewalk closures, metered parking reservations, and alley closures surrounding the former Poplars Building located at 400 E 7th Street. The request includes the eastern sidewalk and adjacent parking lanes on N Dunn Street, the southern sidewalk on E 7th Street, and the east/west alley between E 6th Street and E 7th Street. The requested closures are to accommodate completion of exterior façade work, including masonry cleaning and sealing, followed by sidewalk reconstruction and perimeter landscaping along the east side of the Poplars Building on Dunn Street. Traffic control on N Dunn Street is proposed to be in place from February 23, 2026, through July 17, 2026. Road closure of West Arlington Road from March 14–22, 2026 due to field conditions encountered during work under Permit number ROW2025-11-2134. The location of a sanitary manhole where work is required is near the roundabout and does not provide the required minimum 60 feet of taper distance for a single-lane closure. This closure is proposed during Indiana University and Monroe County Community School Corporation’s Spring Break to minimize traffic impacts and will allow crews to complete the sanitary work in this location, after which traffic control will return to the previously approved single-lane closure configuration. Detours will be routed via Gourley Pike and Kinser Pike.

Dunn St will be closed between Kirkwood Ave and 4th St due to the construction of a footing pad for future bollard use. This closure should be 5 days. Starting Monday, 3-16 and through 3-20. There will be metal plates down until the concrete is ready for direct traffic. Thank you

Miller Pipeline, on behalf of CenterPoint Energy, is requesting sidewalk closures, lane closures, and alley closures associated with utility relocation work along West 2nd Street from South Walker Street to South Maple Street.
