I spoke to Mr Beckett and told him the same thing I told his neighbor at 1809 E Southdowns. There is not a drainage easement in this location but this is how runoff in the area is directed and it is not a city issue. I recommended he try to work out any issues with his neighbor. He said they're just concerned about stabilizing the swale and that is why they put the bricks in it.
