Other: Over occupancy complaint for the HAND. This home has at least four tenants judging by who is regularly at the house. It is rented for $1,800/month which would also suggest more than three as the average at the high end is $500/bedroom and these homes are next to campus. Please investigate.

Called CBU. Water in same name since August 2013. Average usage is 4 units. Very unlikely that any more than three live here, and this amount of water is low even for three. Not valid.
