Would respond if the person had provided an email: Thank you for bringing this to our attention. The Fair Housing Act Amendments do require landlords to provide unobstructed accessible routes, but it's not clear from the photo if the cord would pose an illegal obstruction to people using a wheelchair, cane or walker. It looks like they could navigate over the cord without much difficulty. We understand this is posing a problem for your son, and is conceivably a tripping hazard, but it's not clear to us from the photo that this is a violation of the FHA. And it seems that charging the car only at night might potentially pose more of a tripping hazard. Have you talked to HCR or the neighbor to see what can be done to address the problem? That may be your best alternative.
