Other: For over a year, both the owner and tenant of this location have made repeated offenses against city code - including dumping yard waste in the ally, not picking up trash in yard and on sidewalk, having multiple broken down cars parked (for over a year) on property without attempts to repair/remove them. Owners are constantly parking on sidewalk for days at a time. Tenants have aggressive dog that has jumped the fence and attacked people. Blue car in front of house (with flat tires) hasn't moved in over a year, and does not run. Blue SUV doesn't run, and hasnt moved in months. Trash and recycle bin are constantly over flowing and spilling trash. Bins are never removed from sidewalk. Witnesses have caught tenants throwing trash into neighbors yard.
