I would like to apologize about the trouble you and your neighbors experienced after AT&T worked in your neighborhood in past years. After visiting the neighborhood, I believe the area has been restored since your report, but if it hasn't been please call the Engineering Department (812) 349-3913 so that we can assist you.

In terms of your questions though, crews are allowed to work within Rights-of-Way that can extend past the sidewalk towards neighborhood property by a few feet, depending on the documented plat for that property. This zone is governed by the City and we are able to enforce repairs and compliance in this zone. As for trenching between homes into a conservancy area, they would have to have a utility easement to go through, which would also be stated on the plats for that area. This would not be governed by the City as it is part of private property. Looking at a home's plat will be able to show the limits of what is trespassing and what is not.

A timeline of repairs can be tricky depending on the season, but a few weeks would generally be acceptable as long as under construction areas are properly marked off to avoid hazards. Winter work may require additional restoration in the Spring time to ensure grass grows.
