Other: The residents at this address are severely neglecting their 2+ dogs. Two adult German Sheppard and by the sounds of it there are puppies as well. The dogs are being left abandoned in the apartment all day, without going outside to use the bathroom, and are being left without any light on within the main room/living room/kitchen. The residents of this apartment have not been seen by their neighbors for more than three days at the time of submission. Please please please help these dogs, they need help.
