Other: Nightly encampment of folks on sidewalk/public ROW after closing of parks. Needles/syringes, feces, trash, chairs/furniture etc. are all over the area - on public & private property as a result of the nighttime inhabitants. Due to late night activity, this may need to be addressed by police.
