Other: Used care repair business still going on. Cars being delivered and picked up on a regular basis, several mechanics working on cars until late at night, continues. Apparently this has been an issue that the city keeps “resolving” but nothing is changing. What is going on? why is this being allowed to continue for years. From the records, this house has had several complaints that the city resolves but remains unchanged. This individual used the street and parking spaces for his own private used care business. Property Taxes are way too high for this to be happening. The person in charge of these complaints is not doing his/her job at all.

Planning staff have visited the site on multiple occasions and reached out to the owner directly. Planning staff will do so again. Changing the status to 'submission received' instead of 'resolved' since that is not satisfactory with the complainant despite previous explanations and repeat investigations and outreach. If you have additional information you would like to submit to us documenting the operation of the business, we are happy to utilize that and can have Legal staff create an affidavit so we can utilize such evidence in a subsequent Notice of Violation letter if warranted. Please refer to previous responses in tickets #205499 and #204971. In direct communications with the property owner representative, they have attested that there is no business being run at this address. Unfortunately, business related complaints can be difficult to verify when there is a lack of evidence online and on site of such. There are no parking restrictions on this block of Palmer Avenue. However, if vehicles are parked so that there is less than 12 feet of width of the roadway for free movement of vehicular traffic, this is a violation of Bloomington Municipal Code 15.32.140 which Parking Enforcement can ticket for. Additionally, inoperable vehicles in the public right-of-way may be a violation of BMC 15.52.040, and repairing a vehicle in the public right-of-way may be violation of BMC 15.32.040, either of which Parking Enforcement can deal with. These are issues that Planning & Transportation or Engineering is not set up to address. If any of these issues occur, please report the problem directly to Parking Enforcement (812) 349-3436.
