Other: I am appealing citation #25204407133 due to a malfunctioning meter, which would not process my card. I used all of my coins, though I needed to add more time. I tried for 5 minutes. I was no more than 10 minutes over, and not by choice. The meter would not work. They are not functioning well these days - it is more than a bit of a problem.
