Owner is Mark Laughlin. Sanitary clean out in back yard has no cap and it standing full. Yard is soaked and very black this has been going on for a while. Sent complaint report. Called Betty and told her tank needs to be pumped and then the lateral checked from the crawl space to the system. 09/29/2004No one would answer the door. Does not appear there is any new sewage discharge. Clean out still does not have a cap on it and paper products still around it. Sent RV 11/1/04 now complete
