Phone Call: Her property butts up to 415 E 10th and the tenants in units 3 & 4 have been throwing live cigarettes into her gutters and onto her property. They also have trash stewn about from beer parties, including tables and chairs. (Please check the front and back of the property). She saw a rat on her porch recently. She has spoken with the landlord. who has spoken with her tenants but they don't seem to get it. Landlord suggested she call HAND.
