Phone Call: Subscriber tried to take advantage of limited time low cost installation offer. Waiting for check to either buy TV or card that allows use of computer monitor as TV. TCI would not install because he doesn't have a TV. Says they should have portable monitor or signal tester so that he can do install while special offer is on. Also says CSR wouldn't give him local franch. authority # and gave wrong FCC #. CSRs should have correct # for FCC, local franch. auth. & corporate and be more helpful
