On 6-15-23 between the hours of 12:00 to 1:00 pm. Myself and 2 others had just climbed up the stairs after going down to look at the water falls. We heard a loud car enter the parking area and shut off. however, no one got out of the vehicle as if they intended to hike. I was concerned about my own car because it was the only other one there. My friends and I decided to walk back up to the parking lot to make sure my was not the target of being broken in to or the catalytic converter being stolen. As we approached the parking area, we observed the other car had backed into the parking spot next to my car. We could see the driver standing beside they driver's door. We made noise to let the m know we were approaching, the person standing immediately sat back down in their seat. We saw an adult male slumped over in the passenger seat, totally passed out and not moving or awake. The driver and person who had been standing was an adult women, she seemed oblivious and unaware too. The car was and older car, a big vehicle like police use to drive, possibly a Crown Victoria . The back seat was piled high with clothes,, sleeping bags, blankets, etc. Indicating to me homelessness. The car was painted gray with a large area of the front end painted black. The back window on the drivers side had a star in it, brown like a sheriff's star. It was obvious that they were not intending to hike. We intended to continue our hike but decided the situation seemed unsafe and sketchy. I would have liked to have gotten a photo of their license plate, but as I said they were backed into the spot. As that is a pretty isolated area without others around, I thought I should at least list my concern. It is my hope that the area is patrolled throughout the day. The Leonard Springs Nature Preserve is a beautiful area that those of us who appreciate nature and the beauty of this area should be able to access without risk or fear of something happening to our vehicles or our person. My friends and I are experienced hikers and do so on a regular basis. Unfortunately, this is the first time we have felt such an uncomfortable and sketchy situation. I am writing to bring your attention to a serious safety concern at the entrance of the Winslow Sports Park in Bloomington, Indiana, specifically the lack of a sidewalk and clear crosswalk on Highland Avenue. As a concerned resident and frequent park user, I would like to request immediate action to address this issue to prevent potential accidents and injuries. On [date], I had two close encounters where I almost got hit by cars speeding into the park and not paying attention to pedestrians. This alarming situation made me realize the imminent danger that exists for both pedestrians and drivers. Given that the park is designed to promote pedestrian activity, it is essential to create a safe and accessible environment for all users, especially considering the large neighborhood across the street. I kindly request the following actions to be taken as soon as possible: 1. Construction of a Sidewalk: I urge you to install a sidewalk along Highland Avenue leading up to the entrance of Winslow Sports Park. This would provide a designated path for pedestrians and separate them from vehicular traffic, ensuring their safety. 2. Installation of a Clear Crosswalk: It is imperative to establish a clearly marked crosswalk at the park entrance, complete with visible signage and pedestrian indicators. This would serve as a visual cue for drivers to yield to pedestrians and encourage safer crossing. By addressing these concerns promptly, we can prevent any potential accidents and injuries that may arise from the current hazardous situation. Moreover, enhancing the accessibility and safety of the park would further encourage pedestrian engagement and contribute to the overall well-being of our community. I kindly request that you consider the urgency of this matter and allocate the necessary resources to implement these changes. Attn. Parks Department A request to install a dog waste station at the Park Ridge park. We have discussed preliminary logistics with staff member Joanna Sparks when she met with us on a related parks initiative. We believe the station will be well utilized and maintained by our park custodial staff member. He provides good consistent service by the way. Please consider this request, placed in a shady area maybe at the base of the ADA path close to the street circle level. We have many dog walkers in the area so it will be appreciated. Thank you -

There is a new sign in the parking lot at the Butler Community Garden on a pile of rotted wood chips that has been aging for a couple of years. The sign warns that the material is infested with invasive jumping worms. If that's the case, shouldn't this be removed and disposed of? If the sign is vandalized or destroyed and the material is used, what is the danger to the community garden plots?

There is a hollow maple tree on city property at the corner of East 11th Street and Walnut Street. There is currently an active bee hive in it. Given how close the tree is to houses in the area, the fact that the tree is hollow is cause for concern. If the tree and the bee hive could be assessed, that would be appreciated. Thank you!

We watched as a swarm of bees relocated themselves to a large Maple tree at the corner of 11th and Washington. We are not concerned having the bees around, and love the tree, but have some concern for the health of the tree. The bees entered the tree through several openings, so it is obviously hollow to some extent. I am asking if you have someone to assess the tree since it is on city property. Thank you.

I am writing to report a broken tree limb that poses a safety concern. It appears that the limb was damaged during the storm we experienced at the end of March 2023. The tree in question is located on city land outside of my property boundary at 1301 W. 8th Street in Bloomington. The broken limb is specifically situated at the intersection of Adams Street and 8th Street, where there is a significant amount of pedestrian traffic. The footpath visible in the attached picture is frequently used by pedestrians crossing from the sidewalk on Adams Street onto 8th Street. The presence of the broken tree limb in this area creates a potential safety hazard for pedestrians. Additionally, there is a slight concern that the broken limb obstructs the view of the Adams Street bridge for drivers turning right onto Adams Street from Fountain. This obstruction may affect the visibility of oncoming traffic, potentially leading to traffic incidents or delays. I kindly request that the relevant department of Bloomington takes immediate action to address this issue. It is crucial to ensure the safety of pedestrians and motorists in the area by removing the broken tree limb and conducting any necessary tree maintenance or inspection.
