Our shower has flooded with water and fecal matter twice in the past two days.

during heavy rains all of our drains and toilets flowed slowly, with the rate of flow increasing as the groundwater resided.

There is a white pipe in the woods behind the 2nd building in the Arbors apartment that appears to be spilling raw sewage. My address is 1527 S. Arbors Lane.
Strong sewage smell in our kitchen, laundry room and bathroom. The city has come out every year to clear the main sewer pipe running under the easement between our house and the neighbors house. IMPORTANT: Last year the city ran a snake and said there were no blockages. The problem persisted and they came back with a remote camera and saw "All kinds of roots creating blockages" from my neighbors tree. Please learn from the mistakes of last year and bring the video equipment first this year...PLEASE!

Sewersmell is coming into the house. The stool flushes well and is not clogged or stopped up. What should I do?
My sewer has been backing up in my basement for several weeks. Roto Rooter came out to identify the problem. They found that my line is "party line" and is attached to my neighbor's line. The lines meet in his driveway and my line crosses through his front yard (see photos). Our houses were built in 1962. I know talking to the plumbers that this is illegal. To make it better, my neighbor is deceased (died in November) and the house is a foreclosure. No family is wanting responsibility for the house. We tried to call the bank to see what to do. The driveway and front yard will need to be dug up to move and replace the pipe. Who can I speak to to discuss how to proceed with this and (honestly) who will help pay for it?
