There is a basin in the backyard of the above address. The basin normally filters the runoff alleviating a backup of water. But lately the basin has not been working properly and the resident of the above address has a flooded basement. Is it the City's responsibility to clean this basin? THERE ARE DEEP DITCHES ON EITHER SIDE OF MORNINGSIDE. WHEN IT RAINS, ESPECIALLY A HEAVY RAIN, THESE DITCHES FILL UP. THE WATER TENDS TO POOL AT THE INTERSECTION WITH LEXINGTON. THE WATER SETS AND BECOMES STAGNANT AND ATTRACTS MOSQUITOES
