Neighbors are parking next to their hvac system on the side of the house in a non spot that is on an unimproved surface. It blocks the public alley and hinders us from leaving our driveway.

UPDATED LOCATION. Neighbors keep parking on my lawn. The landlords of that property built 2 additional parking spaces near the street (who knows if they got permits for that). The property line ends where the fence is bordering the two houses. They clearly keep parking beyond those limits
