There are two dogs in a homeless camp tied up. They are barking at all who want to use the park including me and my leashed dog. This is not safe. I feel afraid to use the park trails. They are at 39.14547Nx86.55090W
There are multiple dogs at this home who are outside most of the time. They bark incessantly and the yard smells of dog waste.

For the past 2 days one of my neighbors dogs has been outside barking/howling has no shelter form of shelter, no access to food and water, neighbors haven't been there or haven't been there long enough to take care of him. His dog cable has been caught up in twigs and such so its all tangled up. Its not the first time this has happen back during the summer they did this to him. I think someone should seriously check into this. He was in the pouring down rain today, and its now getting cold because of temp. dropping. Dead animal of some kind, couldn't tell what it was because it was quite decayed. It's kind of off to the side of the road/up on the curb on the right hand side (if you're facing toward Walnut St). Mentioned it to a city employee in one of those white trucks with the blue City of Bloomington emblem on the doors nearby, but figured I'd lodge it here as well.
Neighbor's cat is coming across the street and hunting songbirds in my fenced backyard. Neighbor's name is Jennifer and she lives at 802 W 7th, Apartment 1. I have spoken to her three times about her cat. I live at 720 W 7th. I have a fish pond in my backyard and her cat poses a hazard to my fish as well as the songbirds in my yard. It is also making a toilet of my garden.
