Trash containers left in street blocking traffic flow and creating hazardous driving conditions for school bus

Not sure which category this falls under. Eight (!) trash bins are lying on the sidewalk (south side of Cottage Grove, just east of Walnut), completely blocking pedestrian traffic. It isn't really a busy street and it's one-way so not a huge problem for most people who can step around them off the curb into the street, but people in wheelchairs or with strollers would not be able to navigate the area.
