Yard Waste

This next issue is tricky, there is no one location, but is rampant in our town, as I too am guilty of this practice for my residence.
When commercial lawn care people mow along public streets, they discharge the grass clippings into the road, and often do not remove the yard waste, thereby clogging storm drains.
I'm sure, we the private residents have a sense of entitlement and are the worst culprits at this impediment to proper drainage.
So, my only suggestion is education.
I know that most do not contemplate the consequences of their actions unless an awareness is made prevalent.
Please let me know how I too can help reduce that issue.
PS. I suppose if it is not a true concern, please advise me to that as well.

For HAND:
Please come check 701 S Eastside Drive. There have been 4 plastic bags with yard waste in them out in the yard. Obviously they cannot be picked up, there is a note with the reason why attached to one of the bags. The students in the house need a reminder that they cannot leave these bags there for weeks on end. Thanks.

Hello, there is a large dead tree down in the residential neighborhood of Woolery Woods (picture attached). The property is located at the intersection of Countryside Lane and Star View Lane. The tree fell during a storm earlier this spring. The downed tree is located on a green space property that is owned and maintained by the developer, Arthur Management. There is no building structure on the property, but it is adjacent to multiple homes. I believe Municipal Code 6.06.020 (Deposit of Garbage) requires the property owner to dispose of the dead tree and the associated yard waste. Neighbors in our Neighborhood Association have attempted to contact Mr. Arthur, but he has been unresponsive to our requests. Thank you for any assistance the city may provide with helping to improve the aesthetics of our neighborhood.

Why do we put our yard waste in separate containers. thinking it will be composted, when this morning we saw with our own eyes that it was just emptied in the same truck where the trash was dumped into?
