Unhoused folks are gathering in the tree line behind the soup kitchen and setting up camp. This is a residentially area that backs up against the mailboxes of the homes in the area. Found many needles and have often heard screaming and fighting in early hours of the morning.
Bloomington Municipal Code - related to easements. "(d)Maintenance.(1)For features required to be in an easement, maintenance shall generally be the responsibility of the lot owner, except as expressly provided otherwise in this UDO or in the development approval." This is largely ignored and has led to groves of invasive plants, weeds the size of trees, and overgrowth which hinders access in violation of the city code.
Is there a valid reason for a "Temporarily Experiencing Homelessness" person to be carrying a Kobalt bolt cutter on Kirkwood near the library? Does Ace Pawn rent these now? Why would such a person need to be carrying a bolt cutter?

This is in response to ticket #192753, as well as several others I've seen/submitted. It does no good to have a ticket reporting system if NO ONE RESPONDS on the same day/in a reasonable time period. I submitted this earlier. If no one responds do the needs of Bloomington's people on a timely basis, then having this response system is COMPLETELY POINTLESS. Dunn St (over by the intersection of Indiana and 3rd) has been blocked off for days, and no one seems to care. If you aren't going to take residents' concerns seriously, then just delete these tickets and delete the tickets of everyone in Bloomington who counted on you to resolve these issues. I'm so disappointed in how the city has responded to the needs of its people. 430 S Dunn (the apartment building itself right there) and the road near 2537 E 7th St - are almost constantly LOUD or INTRUSIVE on other tenants' rights. I know all about "quiet enjoyment" and "constructive eviction" thanks to my lawyer. WHY does the city have a self-report function if no one responds within the same say or even the same week? My friend on Dunn St can't sleep because some of the residents are so loud and the company doesn't bother to change things. New residents at one of Pavilion's buildings (Poolside, 3rd floor) Either change would be much appreciated, but I'd love for tenants in this city to have rights respected by their landlords. Hi there, I wasn't sure what section to file this complaint under, since it is related to a loud construction project that has been ongoing on High street for several weeks. There was no major issue up until today, August 6. It is now almost 10:30 PM and the construction has not finished for the night. There is a loud machine (a pump, maybe?) that has continually run since about 8:30 pm and is showing no sign of stopping. We have small kids who are sensitive to noise, and we live right next to the construction. I understand the workers have to complete their task, but to go this late at night seems disruptive to folks in the area. Thanks.

Two things: One) There is an encampment at 415 S Walnut (in front of iMechanic) that is growing and basically taking over the sidewalk at this point. Please remove them before this gets out of hand. Two) Can we please just add a dedicated category for reporting homeless and encampments on uReport. It is arguably the largest issue facing the city yet there is not a specific category to address it. Let's be honest and direct about the problem so we can actually address it.
Lack of full attendance of the members of the Board of Zoning Appeals over at least the last three months is seriously hampering the capacity of the City to handle land use matters in an efficient and timely manner. The Board of Zoning Appeals has cancelled its regular meeting for July 25, 2024 for a lack of quorum. While the BZA did technically have a quorum in May and June, there were fewer than all 5 members present for the entirety of either of these meetings. City council and the mayor need to appoint BZA members who are taking this responsibility seriously without repeated absences.
