I tried to use this area to have a quick meeting with colleagues before going to an appointment at a business on the square. This area was unavailable due to the mess. Balloons, needles, beverage cans, etc. (The yoga mat is mine.) Further, these benches are damaged and appear to be unmaintained. I then moved to the corner of the square where no needles were visible. There I was immediately solicited by panhandlers twice. All of this is unacceptable and I hope to see these areas cleaned and maintained on a proper schedule. The frequency with which I am required to defend myself physically against panhandlers here is becoming unbearable. It is unsafe to be downtown in Bloomington, Indiana.

What's the deal with the city taking down two trees at this address? You have been working a couple hours on ONE tree since LAST week. You have more guys standing around than working! They show up at 7 AM with three or four vehicles stand around awhile, work for and hour or so then leave! This protracted pace is interfering with other work being done in the neighborhood. A professional service (Fowler) would have had both trees down and cleaned up in ONE DAY! What gives Bloomington? Time to start hiring out this work and end this seemingly wasteful government service?

I biked downtown this afternoon for a trip to the public library. Upon arrival I discovered that every space in the bike racks surrounding the library were taken by Veo scooters. Attempting to move a scooter to park my bike was extremely difficult, as the scooter wheels immediately locked up, and scooters are simply to heavy to lift and move.
Allowing a private scooter company to completely monopolize all available bike parking around the public library is not acceptable. Why is this allowed? Could the rules around scooters in the city be reviewed and this specific issue addressed?
To clarify, I don't believe users had parked the scooters here. It seems as if they were deployed and staged in these spots.

The tree inside the large dog park has a large diameter dip around the base of it. This dip is constantly filled with very rank smelling water and I along with all other dog owners have discussed how unhappy we are that we must bathe our dogs anytime we take them to get exercise. My dog needs consistent exercise and the best way to do this is at the dog park, but constant bathing can cause skin to dry out. At one point, the city had placed a temporary barrier around it so I believed there was hope for a solution, but since then the barrier has been taken down.

The city is digging in the drainage ditch on my property again. They do this from time to time without reason. No one contacts me EVER to say hey we are gonna mess up your yard. I pay someone to trim this area of my yard and after they dig they leave it uneven and hard for someone to take care of. Last time they left a CBU sign up for 4 months and then came back after I called to complain and removed the sign and spread grass seed and straw. It makes my property look like shit.

Our neighborhood has reported this resident multiple times and the city has done absolutely nothing to correct the issues on this property.
This property is a literal junk yard, and when I say literal, I mean this without any exaggeration. It is littered with trash, abandoned vehicles, broken appliances scattering the entire yard.
My kids go outside to play and are bombarded with mosquitoes that live in the water-logged abandoned junk all over the property.
Can someone from the city please address this since the other departments are not addressing it?

Thursday 03/05/2020: My wife was involved in a traffic accident where a lady ran a red light and then merged left into my wife. My wife called BPD to report the accident and officer C. Brummett (ID # 1578) responded. Officer Brummett exchanged the "Drivers Exchange Information" form to both parties.
03/06/2020: My wife called BPD after the 24 hour period following an accident where the law states that ANY VEHICLE ACCIDENT WHERE THE DAMAGES EXCEED $1,000, THE RESPONDING OFFICER SHALL FILE A REPORT. She was able to contact officer Brummett and he said he didn't file a report as there were "only minor damages". My wife explained that the damages to our car alone was $5,000. Officer Brummett stated that he wasn't a body man and couldn't estimate the damages. Officer Brummett then said he would have a report done and filed by Monday (03/09/2020).
03/09/2020: At the time of this writing it is 03/09/2020 @ 3:26PM. A report still hasn't been filed and according to BPD administration officer is out today. They also state that officer Brummett will be in training tomorrow, 03/10/2020, and not available. The person we've been in contact with also refused to let us speak with the Chief of Police about this situation and said to call back tomorrow.
This is entirely unacceptable. We need a police report filed to get our BRAND NEW CAR repaired and officer Brummett has been irresponsible in his duties.
The law states that the officer SHALL have a report filed within 24 hours. It's now been 4 days and it hasn't been done yet.

I had previously submitted ureport 180261 complaining about the state of E 14th St. It was closed out with a vague message that it'd be resurfaced "later this month". I realize it is still June and it may still get repaired, but the road has just continued to get worse and worse. The dust is ridiculous. I'm not sure if anyone at the city understands that days matter. Even if it is resurfaced next week, it is still several weeks past due. Has anyone at the city even driven down it??!
I also happened to read that the same developer that turned 14th St into a gravel road is now the same developer who has messed up the intersection of 17th and Walnut. I can hardly believe that anyone would allow them to do more work on city roads when they clearly don't care at all about repairing other work they've done.

Can the City PLEASE do something about slowing down traffic on East Morningside through Park Ridge East. I think nearly every resident on the block has complained, particularly those with kids. It can be speed bumps, but can be anything else too, raised garden beds in the street periodically, rumble strips, anything. But it's getting worse now that traffic backs up past the stop sign more regularly now at Smith and Morningside between 3rd and Morningside because of limited lanes at the intersection with highway construction. So cars when backed beyond the stop sign are speeding through the neighborhood as a shortcut to get back to 3rd/highway. Any help is super appreciated. Please reach out to the neighborhood association if helpful, or honestly knock on any of our doors on E Morningside and we'd be happy to provide input as those living on the street are most affected. If you want a handful of names of supporters, let us know, but in short it's a residential street that is full of bikers and walkers and the neighborhood is largely contained so doesn't need a highway through it on Morningside. We welcome any sort of E/W B-line that we've heard about or anything else that isn't fast cars. Thank you! It also goes right by the park!
Oh, we did want to say thank you for the new tennis benches at the park though! Folks across the city use those courts, so they'll come in handy!
