Mr. Porter called to inform the city that he witnessed a yellow service truck with license plate 34985 proceed onto South College Avenue from 1st Street at 2:30p.m. According to Mr. Porter the driver of a city vehicle drove at a high rate of speed, changed lanes unsafely, cut off the vehicle in front of Mr. Porter's thus running that vehicle into the curb. Mr. Porter had to slam on his brakes and almost struck the vehicle. The service truck never stopped and proceed down College Avenue.
