On 12/3/15, I parked at a meter on Kirkwood in front of the library. I used my debit card and wanted to pay for three hours of parking. The meter would only give me one hour; it did not give me the option to add more time the way most of the meters do. I had to insert my card three times in order to get the desired amount of time, but I see that I was charged the 30 cent convenience fee each time. Tenants are parking in the alley that runs behind 1000 and 1002 East Atwater. This makes it difficult for their trash removal truck to get in the alley. As a result trash cans are overflowing and trash is now in the street. In the past vehicles that were parked in the alley were ticketed. Is this no longer happening?
